It's all about Email id, doesn't matter in which type of website, it is working. So let's take an example, you have forgot password and you don't remember your recovery information.
Some alternatives are here: Another email address as a recovery email address. A phone number to receive a verfication code. A security question.
But If you never added a recovery email, or a phone number and you don't remember the answer to your security question, you cannot reset your Email password.
It is a security issue.
Because if it was an easy task, anyone could reset your password and access your information any time.
So it's all about Recovery of Email id.
Doesn't matter its personal or an website.
