Blue heaven eye liner is quite affordable with good fine black color. Its a liquid eye liner and is easy to use. It works best for makeup beginners. The quality of this liner is quite good and is available online as well as you can find in local markets and cosmetic shops.
One thing it says is waterproof frankly its not it will smudge and if you accidently rub your eye then it will smudge otherwise it lasts up to 3 to 4 hours which is quite good with such affordable price.
