I studied at Apex Institute in Kolkata almost eight years ago and they did offer any practical classes for BCA course at that time.
They did not had any proper infrastructure to offer coaching for computer courses and that reflected in their study materials also which favored theoretical classes over practicals.
The administrative staff hammered me every now and then to pay the course fee and did not want any explanation of why I missed the payment.
The were only three or four computers at the institute which were reserved for teachers. Students were not allowed to lay their hands on those machines.
They offered coaching classes for BCA, MCA, BBA, MBA, etc and their fees started at around rs. 4500 in total at that time.
