This is a VPN at least that's what creator of this service say but I had to reconsider his decision of even naming it a VPN.
I have used this and after it was totally useless. The normal blocked sites were unable to open which are accessible in other services I have used. Just dump the idea of using torrent with this if it strikes your mind.
This is very infuriating and time wasting. Then there are suggestions to join premium paid service which is out of the topic. There are others providing the free service better than this and this definitely needs improvements.
Only the design and layout is good.
So this is not useful according to what the definition of VPN is and don't waste your time on this.
