Indian Railways - whose needs is it catering?

Are you a frequent train user or you just use it once a year or two?  Whoever we are all have faced bitter experiences while travelling through our trains.

If we get to wait for the train for long hours on the unhygienic platforms, the coaches we occupy are no better(first class is a little better but not very good to be called first class).

If the mineral water we purchase in the form of packets/bottles give us the quality of no more than the water from a municipal tap, the food served by them gives us no more taste than than that cooked by an amateur cook.  The water we get on platforms and within the trains is not of that of leading brands but by the railways' own contractor.

The toilets are filthy and here even our co-passengers make them more even more filthier and there are no proper washing facilities or people to look after them.  People who sit up to a distance of about 12-15 feet need to breathe through their mouths in order to keep the horrifying odor.

The punctuality of the railways is a very well-known fact.

Finally I end up with a question to the railways,  Is the railways catering the passengers or the business people including the food contractors or the mineral water(so called) manufacturers or even the unofficial vendors to make their own money?
