This is known as the house of elders.the house can not be dissolved and the members have a fixed term of 6 years.it is 1 of the 2 houses of parliament.function is to pass laws.
but it does not have powers over finance bills,only the lok sabha has.
also , some distinguished personalities from the fields of arts etc. are nominated.
the vice president is the speaker of the house.
the members are elected by the state legislatives and depend on the strength of various parties in the particular states.
