When negotiating the price with builder, make sure to include the price for registration, VAT and service tax in overall price to be paid and then ask builder to add that amount to the full price mentioned in Sale Deed or agreement. That way, you will not be surprised later by all wrong calculations done by builder later trying to milk the customer for more amounts. This is shared based on personal experience.
